You need PSP

1. open a transparant image 2400x2400.
2. Fill with your stripe image ( tutorial stripe) or make another stripe pattern
3. new transparent layer.
4. fill again with your stripe pattern only this time angle – 90

5. make this layer transparent, move the arrow to 50 - 70

6. merge layers and save as jpeg file.

Variation

1. transparent image 2400 x2400
2. fill with stripe pattern only angle -45
3. new layer, fill with pattern angle – 135
4. make this layer transparent, move the arrow to 50 – 70
5. merge layers and save as jpeg file.
